COMMUNITY PRESERVATION COMMITTEE
Meeting Minutes – December 11, 2013

CPC MEETING:  (began at 7:05 pm)
Members Present:  Laura FitzGerald-Kemmett, Bob Sears, John Kemmett, Allan Clemons, Patty Norton, Joe Gamache, Bob Overholtzer, Kenny Mitchell and Bill Strait

Chair Report
Miscellaneous:
CPC application:
After committee discussions, it was decided that Laura, Patty and Eileen will work on a new draft form of the CPC application for next month’s meeting.  Also, Laura will do some research (Stonehill College) to find out the costs of hiring a contractor who works solely on grant applications to help in the application process.
Capital Improvement Committee:
John Norton presented CPC with a copy of the Capital Improvement Committee’s Six Year Program for fiscal year 2014.  Healthy discussions took place on the various town projects, dates and costs took place with John reminding the committee that priority goes to the Police, Fire and Highway departments on spending/projects.  This plan gave CPC the tool needed to assist on what the status is on each town department and where CPC could assist in some of the projects listed.
New Business:
Outdoor Recreation Area
Surveyor was working on placing stakes on property.  Bob Hanson will give the committee a status of the Hanson Youth Baseball project when more information is available.
Stone Property
Ongoing – announcement of some of the Massachusetts awards were announced; still waiting for Southeastern MA.
WHRHS – Outdoor Fitness/Sports/Recreational Center (Open Space/General)

Thomas Mill Signs
Ongoing - John Kemmett will be contacting various printing companies for estimates.  Dialog on temporary as well as permanent signs for projects going further was discussed.
Bonney House Project
Allan had confirmation from the contractor that beam work can be conducted in winter months, further discussions to take place.  He also heard from the Voch Tech School were the school was interesting in volunteering, so there is movement going forward; however, because of lead paint and needing a certified lead painter to do the work, there will be some labor costs – amount TBD.

TAKE AWAYS (TO-DO):
  • Laura, Patty and Eileen to work on new draft of CPC application.
  • Laura to research costs of a grant writer contractor.
  • Kenny will meet with Parks and Fields to determine what priority projects the committee has for 2014, and get a copy of the P&F matrix.
  • CPC to review sample applications provided by Bob Sears and come to next meeting prepared with thoughts and comments.
  • John to contact printing companies to get cost estimates on temporary and permanent signs for projects that CPC is involved with for 2014.
